Capability Statement - Brown Coal Mining

RTL pioneered the dozer push mining method at the Yallourn Brown Coal Mine in the Latrobe Valley in Victoria.

RTL were engaged by Yallourn Energy in 2001 under an alliance type contract arrangement to operate the Yallourn Mine which provides brown coal to the Yallourn power station on a 365 day 24 hour basis. The Yallourn Power Station provides approximately 25% of Victoria's electricity.

RTL introduced a dozer push / feeder breaker system into the mine to replace an ageing bucketwheel dredge fleet. This mining method has consistently produced 17.5 million tonnes of coal per annum (up to 2500 tonnes per hour) without any coal supply reliability excursions. The Yallourn Mine is recognized as the lowest cost mining operation in the Latrobe Valley.

To achieve the required production rates RTL operates a fleet of 4 highly modified Caterpillar D11 Carry Dozers which are fitted with 90 cubic metre special purpose blades along with a fleet of four special purpose McLanahan Feeder Breakers which feed coal onto a conveying system which transports coal to the power station.

About RTL

RTL began trading in 1992 as a joint venture between Roche Mining, Thiess and Linfox with contracts to provide heavy mobile plant services to each of the three major electricity generators in the Latrobe Valley. RTL incorporated in 2011 and now trades as RTL Mining and Earthworks Pty Ltd.

Since 1992 RTL has expanded the range of services offered to include mining, plant hire, civil and earthmoving contracting along with general, over dimensional and coal carting transport services. Examples of work undertaken by RTL include:

• A continuous presence at each of the Latrobe Valley Mines providing heavy earthmoving plant and labour services on a wet and dry hire basis
• A number of major truck and shovel overburden campaigns at each of the three Latrobe Valley Mines
• 2 separate diversions of the Morwell River, one at Yallourn and the other at Hazelwood
• An 8km upgrade of the Strzelecki Highway south of Morwell
• Contract mining at Yallourn
• A number of local quarry remediation projects
• Construction of the Packenham waste water storage dam
• Earthworks on the Torrumbarry Weir reconstruction
• Earthworks and other services on the Victorian Desalination Project

RTL also operates an over dimensional and general transport business which trades as RTL Transport. This business also operates a fleet of B-Double side tipping truck and trailer combinations transporting brown coal from Loy Yang to the briquette factory at Morwell.

Plant

RTL owns and operates a modern, well maintained plant fleet valued at over $50m comprises:

• Tracked type dozers from Cat D6 to D11 size
• Rubber-tyred dozers - Cat 834
• Articulated off highway 6WD rear dump trucks 30T to 50T capacity
• Rigid body off highway rear dump trucks - Cat 773 (50T) to 785 (180T)
• Full range of tracked excavators up to 180T capacity
• Graders up to Cat 16G size
• 90T to 120T on highway prime movers, trailers and floats
• Miscellaneous compactors, loaders, etc

People and Systems

RTL has a local workforce of approximately 400 staff and labour employees.

RTL's management systems are externally certified to AS 4801 - safety, ISO 9001 - Quality and ISO 14001 - Environmental.
